Medvedev took part in the summit of the Organisation for Security and Cooperation in Europe

December 01, 2010 (KATAKAMI / KREMLIN.RU) --- Addressing the summit’s plenary meeting, Mr Medvedev said the OSCE needs to modernise its work and form a clear legal base and universal rules for using the Organisation’s resources.

The President said that countries must remain unswerving today in their commitment to OSCE principles, which establish peaceful relations between nations, make every human being’s right to life the greatest value, and exclude military force as a means of settling territorial disputes.

Mr Medvedev declared the need for a common approach to conflict resolution in all crisis situations based on the principles of not resorting to force, reaching agreement between the parties, respecting approved negotiation and peacekeeping decisions, and protecting the rights of civilians in the conflict zone.

Conflicts must be settled exclusively through peaceful means and the use of military force is unacceptable.
The President also said that Russia has presented a draft OSCE charter and proposals for improving its structure and work.

Mr Medvedev had meetings with President of Kazakhstan Nursultan Nazarbayev and Dutch Prime Minister Mark Rutte on the summit’s sidelines.

The President also had talks with Turkish President Abdullah Gul, Prime Minister of Greece Georgios Papandreou, and discussed the Eurasian Economic Community’s upcoming agenda with the organisation’s Secretary General, Tair Mansurov.  (*)
